In Situations where invasion is threatened, there is reason to declare Martial Law. If the people are acting in ways which are detrimental to thier own defence Martial Law seems to be a neccesary measure. Declare Martial Law, give the Emperor Emergancy Powers, and do what is neccessary without the people getting in the way.

The PUB declares China to be an undemocratic state, in which the Emperor's power is greater than the people, and the people's will is overriden at the whim of the emperor. They also send moral support to Pakistan, but are to busy trying to bring down the GUNS to send further aid.

In other news: GUNS officials have declared the destruction of a communist rebellion in Wales. The WALL, a group of communist guerilla's, incited a number of construction workers to rise up against the GUNS in armed revolution. When attempts to negotiate peacefully failed, the GUNS was forced to send in the army to deal with the rebel scum. 5 were killed before the remainder surrendered to the glorious military of the rightful government, and the remainder have been imprisoned awaiting trial. Our Military was able to crush the entire revolt without casualties to due its incredible training and awesome leadership. The Government encourages all those who might have information on the WALL group to report it immidiately, so that potential further attacks can be prevented before they begin.

The PUB has descried the GUNS announcement as slanderous lies. The WALL (Workers Alliance for Labour Leadership) is in fact, as it's name suggests, a simple trade union. The so-called rebels were in fact peaceful strikers protesting against poor working conditions whilst constructing secret government facilities of unknown (but likely immoral) use. At least 27 were killed when the army opened fire on the demonstration, and over 50 more were wounded, whilst the protestors had no way of shooting back. Government troops all survived because they were firing on unarmed civilians! The GUNS must be destroyed before our country and people are devastated beyond recovery by their inept leadership and heavy-handed tactics!

The Papal States once again reminds China that it will face automatic expulsion from the IRA if it invades Pakistan without the express approval of Italy, Russia (the legitimate, non-communist one) and should they approve the Papal States.
As such until such time as approval is given by the relevant states, it would be best if China refrains from bluster. This of course presuming it wishes to remain a member of the defensive alliance that is the IRA.

The Chinese Air Force will wipe out any opposition and will destroy the industry of Pakistan, while the embargo will destroy Pakistan in terms of economy.
Also bombing isnt an attack, since we wont take over any part of Pakistan. We shall bomb Pakistan until Takur comes to an agreement with China.

Bombing is an attack, just as sending an army is an attack. Furthermore what China considers an attack is irrelevant, for it is the other members of the IRA' who's opinions are important in this matter. If a single one of them considers a bombing of Pakistan an unsanctioned attack, on a takrurian vassal no less, then the protocols you agreed too in such a situation will be applied, and you will be left to deal with the consequences of your rampant aggression.
It would be best for you not bomb Pakistan if you wish to remain in the IRA and have recourse to its defensive alliance structure.

Does that mean it would be okay for basically anyone who wants to to send their bombers to destroy your industry? It wouldn't be an attack, so you couldn't counterattack, because that would be a real attack.
