Barb galleys I think are about four times MORE likely in 3.17
(seriously, I think that's how its coded). A couple months back I complained like hell because of them and their impact on the LHC games (isolated starts). Eventually I got a bit used to them. I had a clump of 2 galleys and later 3 on the eastern part of the island, and the expansion rate I used actually fogbusted some of the problem area where they can spawn. The exception was that I could get them from the east (I'd see them from the west a mile away), but they're only truly bad with insufficient fogbusts or terrible luck. Obviously on a map like this you can't rush MC too quickly, so abuse coast defense as much as possible and fogbust! Similarly fast expansion and well-placed archers are how I took the island over from the barbs. I didn't get axes until I had 7 or 8 cities or something, IIRC. PRO is actually at its most useful here (though still not very).
Edit: Getting beat to lib isn't the end of the world. If you cottage and put the correct multipliers in, you can catch up. Hell, with tech trading off you can catch AIs with a tech lead that managed not to get a key military tech.
I've won games where I lost liberalism while not even having paper yet, although admittedly tech trading was on (although that's largely how I fell behind in the first place so eh).
