Have you ever enjoyed a game of civ6 and seen that perfect hilly spot to place a +6 IZ? Doesn't it feel nice to slot craftsmen, maybe put up a coal plant for a district like that?
Pathetic.
People always say the IZ sucks and we really need to turn it up to 11. I accept this challenge. Actually, let's keep going to +15.
I decided to just reroll until I got the right terrain and laid it out. Then I played a few hundred turns to stack every possible bonus to get the single best Hansa you can reliably achieve:
+45.
+111 production from this single district. This is what we call
TEUTONIC PRODUCTION
Just look at that coal plant. Beautiful, clean coal!
To do this you just need a +15 hansa and the following ingredients:
These two cards get you to 97 production:
Craftsmen/Five year plan card (+100% adj)
Collectivism Dark Age card (another +100% adj)
Since you're in the dark age I really recommend slotting robber barons too.
Optional to boost the buildings more:
Mausoleum of Halicarnassus
James Watt for +4 on the factory
Nikola Tesla for +4 on the factory and plant
Magnus w/ Industrialist for +2 on the plant
Don't worry, I'll show you the easy method for making hansas at +15.

How to make these with minimal thought:
Step 1:
First, pick a spot for the central hansa. It and all the tiles touching it need to be free of anything that blocks a district (water, mountain, lux resources, etc.) In the image I posted, there was a neat river bend so I was able to get all 6 CHs on the river for an easy +2.
Now, pick one of the 6 directions you can travel in a straight line from this central hansa, and found your city 3 tiles from this spot. This means you'd have the city, two tiles, and then the Hansa.
Step 2:
Now that you've picked one direction to place the owning city, take the other five directions and place a city 4 tiles away - so there are 3 empty spaces between this ring cities and the Hansa. Like so:
If there is one pesky mountain in the way of one city, note that the city that owns the Hansa and the city straight across from it can move in 1-2 tiles if needed. You MUST have the "X" with the other four and you MUST leave at least one space between the hansa and a city.
Step 3:
Now we just add CHs around the Hansa. Each city just places its CH directly towards the hansa. Spokes on a wheel.
Last step: add in the other hansas. It's best to put them so they touch 2 CHs. There are 6 possible places next to 2 CHs you can put these extra 5 hansas, so which spot you leave empty depends on where resources are placed. Hansa gets bonus from resources.
After that you can fill in more districts and stuff to make sure you get the adjacency on the lesser hansas up.
I've posted elsewhere on helpful shape templates for what to do when you don't want to put fewer cities together (2,3 and 4) but I'll repost here for the curious:
You can invert the CH/Hansas in the first 4 shapes (and rotate the shapes) depending on where resources are sitting. The 4 city cluster is specifically designed to give 3 hansas adj to 3 CHs with one sad dump city in the corner.
Protip: You can pull this exact same stunt with Mali. Replace Hansa with Suguba and Commercial Hub with Holy Site. It's less exciting with gold, but its still fun.
