No, it is another old project, the Genghis Khan mod
Supposed to be a civ3 adaptation of KOEI's old game "Genghis Khan 2".

But due to the size of it i will probably never get round to seriously working on it.

I made this igloo, but i do not really like it. Plus it was made the dead-easy way, with a texture for the ice. I tried first to have a real wall of ice, and use a boolean double sphere around it, but the result looked like a frozen troll.

Looks fine... just use lighter Shadows and replace the Dark edges with lighter shades and soften the edges over all.
