Yes. Up until 1941, it is based both on archival records, and Shirer's own experiences as a reporter in Berlin. It is not a great resource on the war - this book is much more about the Nazi government and its leaders than about the war.
I enjoyed Shirer, and as a political historian he's one of the first places to go for the period, but Burleigh is probably more up to date. Dunno enough about the histories of the period to be able to say for sure, though.
