Sort of, the original signs meant specific things but an alphabet is sounds connected to make words but the sounds are in sign form. The earliest writing wasn't based on an alphabet it was usually a sign meaning something specific and only used by bureaucrats in palaces, later alphabets rose to facilitate larger usage of the writings. Usually the alphabets maintained the original signs used by palace bureaucrats.
