Figuring out where to build your Government Plaza to utilize it's adjacency boosting ability before you explored the land and built your cities is unfair.
Lets make a Mod to build the Warlords Throne (It's a THRONE) in the City Center of your capital, in the Palace where it belongs. Or the Ancestral Hall, or Audience chamber.
New Tier 1 Government Plaza building: Census Bereau: Boosts all Districts in your empire that get less then 2 Adjacency bonus to 2 Adjacency Bonus. Theater Squares now provide 1 Amenity to their city, while Entertainment Complex or Water Parks, each provide 1 Culture. (Cheap to build. May not be super useful, but would at least get you an extra governor promotion.)
Census are conducted throughout the ages, mostly for the purpose of collecting taxes (Commercial Hub and Harbor adjacency) or to push Propaganda (1 amenity for funded theaters to provide more entertainment) or sometimes, to yell at Scientists to hurry up and do what the Regent urgently needs. (I'm giving her all she's got Captain!) The Census Beureau is reflective of all such endeavors. (Special Bonus for AI players: Government Plaza provides it's adjacency bonus to ALL districts made by the city, even if they are not placed next to the Government plaza. This mainly helps the AI who are often incompetent when it comes to district placement.)
