Tile border growth bugged?

Hi, I'm not sure if this is a bug or not, but as in civ V the tile to which the border will grow next in x-amount of turns, is highlighted. However, more often than not the highlighted tile will switch randomly to another one.
If this is intended, then this is extremely annoying. There's no point of even mark the tile to begin with, as it is 100% pointless. Unless I'm missing some mysterious gameplay mechanic
 
No, your observation is correct, the game seems to randomly switch between them when several tiles are equally valued. And I agree, it's infuriating, I've had times where I've decided for 5-10 turns for a city to annex a tile, in order to save the gold, only to have it annex another tile instead. :badcomp:
 
There is tile priorities, for example a second ring mountain goes last... unless Incan indicating it is based on output but if I prioritise production and have both a 3/1 tile and a 1/3 tile it will still randomly choose between them... but it will chose luxury/bonus/resource tiles first within a ring.
