Tile improvement

Anybody remember the Public Works model from Call to Power? They abstracted away the whole Worker thing and made another treasury allocation for Public Works. There was a menu on the map view where you could select any tile improvement that you had the funds and technology to build, and plop it down anywhere in your territory. It would start out under construction, then after X turns it would be complete.

I kind of liked that model, since it took out some of the micro-management of moving hordes of workers around, stacking them on the hard jobs, and finding things to keep them busy once you're done. But workers have also become an interesting strategic element in Civ, allowing for slave labor, sacrifices, trading, etc.

Anyway, however tile improvement works, I'd definitely like to see it fully customizable so that you can create as many different types as you want, each with any combination of traits (plus limiting them to certain resource tiles, like in Civ4/5)
