There are other points, but I think these are the big ones on both sides.
To be at lease once a little bit positve:
Districts - nice idea, probably needs some tweaking, but due to the fact that AI is not using them at all (more difficult than previous system) are spoiling the game, as AI needs more and more buffs again
Policy cards - overall good idea, much better than previous ones. Probably we will see that somthing is overpowered after some time. And if yes, this should be the thing to patch - small imbalance, or small change of mechanic - not major things. Just a digression.
Envoys - it seems that AI gets much more envoys than you do, again the poor AI code makes them hard to use so they need numbrs (I may be wrong, that AI gets much more envoys on higher difficulties, not sure)
Builder changes, apart from obvious exploit this change is OK.
So really, I can see some positives. But those small positives do not compensate to any extent the major spoiled thing in strategy game - AI. AI is the base in strategy game, to have the experience where you feel that your nation is competeing others. Right now, not to offend anybody, but I feel like in the playground. I can build chariot, plane or rocket... but what for...
