In order to make the tourism victory a little more interesting I thought it would be great if a whole district could devote itself to tourism. I know we already have the Theater Square but that is for culture as well. Some of the features would go along with the Rise and Fall Expansion. There is a possibility that some of the buildings might be implemented in the expansion anyway.
For the name it would be simply called: Resort unlocked at Steam Power: Tourism based on the appeal of tile (must be charming or better).
First Building: Train Station- Able to build trains (Two types Passenger and Freight)
Freight trains can act as another trade route. Passenger trains can choose a continuous route gaining more tourism whenever you pass through and by high appeal tiles such as mountains, natural wonders and national parks.
Second Building depends on the tile the district was built on: All unlock at Radio
1. Seaside Hotel (not an improvement any more) only built on coastal land tiles. Provides tourism for Cruise Ships that pass by (new naval civilian unit). Built in harbor and can choose a continuous route like Passenger Train.
2. Ski Lodge (built adjacent to a non desert mountain) Doubles tourism if Natural wonder appears as a mountain.
3. Camping Lodge (built adjacent to two forests) Doubles tourism for every resource adjacent.
4. Desert Spa (built on desert tile) Doubles tourism if built adjacent to oasis.
5. Lake Resort (built adjacent to lake) Doubles tourism if built next to city park improvement.
6. Hotel (built on any other tile) Doubles tourism if next to Entertainment Complex, Theater Square, Water Park, or Wonder.
Third Building: All unlock at Capitalism and your choice of
Casino (tourism from gold in city)
Restaurant (tourism from food in city)
Shopping Center (tourism from amenities in city)

Interested to hear all of your opinions.
 
I don't like the name "Resort," but we can't call this a "Plaza" now that the New Government district stole the term. So it will do.

I would change a few minor things just for flavor. "Camping Lodge" should be "Cabin Grounds" or maybe "Inn & Tavern." "Seaside Hotel" should be called "Beachhouse." The rest are fine and distinct.

For the 3rd improvement I would add Dance Club (tourism from happiness in city). And maybe Arcade (tourism from production/science in city). And if you really wanted to be weird, a New Age Center (tourism from faith in city).

I was hoping this could kind of replace the improvement Seaside resort we already had so I thought Seaside Hotel made since. Maybe now being next to the Water Park could give benefits.
Camping Grounds sounds maybe better. I was just worried about it not sounding like a building but maybe that's minor.
Dance Club/Bar sounds good now that the Shopping Mall has been confirmed to go in the neighborhood district.

One way of implementing it could be to house the buildings in existing districts instead of a new one. For instance, Camping Grounds in an Entertainment Complex next to forest, Ski Lodge in an EC next to mountains, etc. The Harbor and Water Park could both work for Cruise Ships, and the Water Park for Seaside Resorts. This would give more use to districts that are currently a bit lacking.

I was thinking this could somewhat replace the Seaside Resort, since it's too hard to sometimes build.
This was also made before I knew that tourism would definitely be implemented in the Water Park as well. An alternative now could be special tourism improvements which might make more since. They would still have to be on breathtaking appeal.
Seaside Resort- stays the same
Camping Grounds- adjacent to forest/National Park
Ski Lodge- adjacent to Mountain/Mountain Natural Wonder
Desert Spa- adjacent to Oasis and built on desert tile
Lakeside Hotel- adjacent to Lake/Lake Natural Wonder

Yeah, I was initially baffled at the inclusion of the Water Park, but when they made clear that it's just a seaside version of the entertainment district and kept it out of the tourism field I figured it was okay.

Yeah, "Camping Grounds" sounds a little too informal, but "Cabin Grounds" sounds like a developed property. Another route would be to call it a "Frontier Inn" or "Frontier Cabins." There may be a little more room for tweaking here, just suggestions. I guess the "Lakeside Resort" may even work better as "Lakefront Cabins."

I guess you could just call it a "Club," since that implies both dancing and alcohol. Although it does overlap conceptually a bit with "Country Club"--which is culturally actually very similar (athletic hobby + alcohol), just with a different aesthetic. And if you wanted to be especially pedantic, a health club also involved athletic hobbyism. So I think "Club" might actually work here.

Two of the buildings are supposed to produce some tourism now so maybe this district might feel redundant. Instead I made some new suggestions above. Improvements like the seaside resort, but tied specifically to different features.

Yes it provides tourism and amenities. It's exclusive with the food market which provides food instead.
 
I would do it like this:

Seaside resort (Gets bonus next to fish, whales or crabs)
Ski Lodge (only next to non-desert mountains)
Hunting/Nature/Safari Lodge (next to forests, jungles, national parks or camps, bonus for camps)
Lakeside Marina
Desert Spa
 
Some countries rely on tourism, and have sections of their cities dedicated to tourism, so this actually makes sense.

A Marina is specifically marine. If anything it should be Beach Marina and Lakeside Resort. Although again, I'd refer to it as a Lakefront Cabin.
