If there was ever an AI opponent that needed serious tuning, it's Kupe. The Maori are nothing but a joke in my games, settling in the dumbest possible locations and lag so far behind in all categories it's just sad.

The few times I've played against Kupe, he's chosen some pretty terrible places to settle. Things like a two or three hex peninsula sticking out of the equivalent of Antarctica. I thought it was just the random seed for the map, but if others have been reporting the same thing, then maybe he really is a bit lacking in intellectual vigour.
He does a lot better when you play an Inland Sea map.

In the continents maps, he does settle quite horribly and be a very weak opponent in general.
Archipielago works quite good for him, some games I tried with Gitarja and Harald he was a worthy opponent for religious and culture victory.
Terra is a bit of a lottery, sometimes he does settle new world first and if he doesnt screw around too much he is a solid opponent too. If he went to war as often as others do sometimes, he would dominate any of the maps that cater to him.

Still, even when he has everything on his side, he chooses to settle a 2tile island by the tundra when he just went past Ha-Long Bay and things like those. I really dont understand why.
