Nobody would really extend the time by repeatedly logging in and out. What's actually happening is we're looking at the pitboss timer and occasionally taking most of it to decide what to do.
Overall the entire game is doing almost a full turn every 24 hours, and depending on what time zone the turn player is in, one team will logically take the most time on every turn. Worst case, a team gets the turn immediately after the turn player's availability window and it takes almost 24 hours to get the turn around. Even worse, if all the turn players availability times come out just wrong, every team takes 24.
This phenomenon is not unique to team games. Mathematically every pitboss has a pace setter -- queueing theory dictates that this must be the case. Sometimes you get lucky and every player has compatible availability times that cause a faster than average turn progression, but that is extremely rare. Pretty much every game I've ever been in that had international participation ended up with a reliable 24 hours per turn minimum, sometimes more.
It's natural to try to "blame" the pace setter -- but if you don't have one pace setter, another will take its place. Knowing this is inevitable, I find discussion of it distasteful.
