Worker Actions

Still in the organizing stages. The Babylonian workers will make improvements in Hai-Rando, assisted by some regulars. All Roman Workers are on course to improve the tiles around Hlobane. A small team of regulars, will be larger, will be making improvenemts in the Roamn Province (still haven't acquainted myself with the name, starts with I.) Kitakinu work will proceed as scheduled, Iro slaves will work their former homelands.

Once we get Steam Power, Regular Workers will go in Teams of 6 to lay down tracks and perform other improvements. The 12 Roman Workers will form a co-equal team, and do the same.

Culture War Research:
I am concerned with the culture war against the Babylonians. Please provide either an uploaded save or a screen shot of the Akkad to Elippi border on turns 2, 4, and 6. (I assume there will be a save for turn 5). This will help in my analysis without needing to request any city investigations.

Wonder Building:
Heroic Epic should be started in Regent Town
Military Academy should be started in Shorin-Ryu
Universal Suffrage: preliminary results indicate we will not build this. However, Governor TimBentley has authority to use the Palace as a pre-build to a factory (possibly in preparation for building Universal Suffrage) if he wishes.

Culture Rushes (as approved by the domestic ministry):
Turn 0: Courthouse in Yatta
Turn 1 or 2: Temple in Yatta - to be rushed turn 1 if a sword is available to be disbanded if no disband then turn 2.

Peace Treaty Negotiations
After the conquest of Niagra Falls. Offer the Iroquois the Peace Treaty. Along with the negotiation deal, take there remaining 3 gold and there city, Tonawanda. Do hope that we dont have to see any more problems with the Iroquois.

Pesky AI units moving into our territory
Ask them to remove there units from our land. If the option of "Leave or declare war" pops up after telling the offending civ over and over, I leave this to the DP's judgement. If they do declare war on us after refusing to move there units, then follow the procedures as listed in "If war is declared on us".

Demands
Refuse any demand from civs that pose no threat to us and/or in another contenent. If the Civ is demanding something and is bordering us and/or on the same contenent; Do not give up techs, maps, cities, and gold greater than 50g (Value of gold is yet to be decided upon the Leader and will change if he sees fit). If they declare war on us, please follow the procedure as followed in the below paragraph entitled "If war is declared on us".

If war is declared on us
If another civilization that is bordering us and/or on the same contenent declares war on us. Halt the chat imedeately.
 
Trade: I know not how this poll will play out. If the 1st option wins, do the Joan trade during preturn and on T5, check to see what Mao and Cathy will offer (if anything) for MT. If you give one of them MT, give it to the other as well (security reasons)

It appears that Minister Provolution's Ban time has been reduced. Therefore, these Instructions will probably be over-written by the Minister himself. But until such time, I will post these bare bones Instructions to cover the Ministry.

Minister Provolution, I await your orders.

1. Attack the Iroquois Longbowman by Salamanca with 1 or both of the Elite Swordsmen next to it.
2. With the exception of the two Samurai, move the rest of that stack due West, across the river. Use the Samurai in that stack as Garrison relief in Oil Springs. (They can reach with 2/3rds of a movepoint to spare, and so can fortify.)
3. Move the stack of Vets NW of Niagra Falls SW to the Coastal Cattle. They will attack Niagra Falls next turn.
4. If on turn 1 or two the Stack doesn't capture Niagra Falls, move the Cavalry Army out of Oil Springs N,N,NE to attack and capture it (if this is not successful, use additional Cavalry in Oil Springs). I believe FA will call for peace once Niagra Falls is ours.
5. Once a peace treaty has been signed, distribute the troops evenly (or as much as conveniently and logically possible) to our perimeter cities. Any obsolete units, such as Swordsmen, etc should be move to Yatta to await disbanding.

The people have spoken, and a plurality have said that I had discression up to the point where everything's even again.

Edo Province:
I have made inquiries, but thus far, I have had 2 rejections (Daveshack & Black Hole). A citizen's request for a seat in Iroquois has been asked to consider Edo, but that has not yet been returned.

As I have no Governor yet, I'll make set the queues as such:

If a city not "locked" by the Culture Ministry has no previous build queue, I will construct improvements wherever possible, and then Musketmen.
