Laborer: Move from unimproved hill to horse.

Requested Worker actions: Continue improvements near Epolenep (Irrigate grass and then mine some hills). Mine the hills next to Nihilon and Drachensfels if possible.
 
Declaration of War on the Iroquois
Deputy Minister CivGeneral has my authority, if these instructions are not updated prior to the turnchat, to make a decision for or against declaring war, based on the poll. If he does this, he is to "bookmark" the poll with the result at the time of the decision.

If either France or Zululand declare war on us, stop the turnchat. If anyone from the other continent declares war, continue. If the Babylonians declare war and someone from the Military Ministry is present, they have the discretion to stop or continue the turnchat as they see fit.

I believe that the French and Zulu peace deals are up for renegotiation. Accept peace for peace when we get the opportunity.

Establish and Embassy with the Zulu if the Domestic Advisor indicates that funds are available.

* Please make sure Immo will be at 15 uncorrupted spt after it grows to size 9. Preferably by mining the 2 grassland tiles SW-SW and W-SW of Immo-center.
* Please cut down the forest E-NE of Furuyama when it is building the aquaduct. If possible, road and irrigate that tile. (possible irrigation route is the desert South of that tile and the desert S-E of that tile.

If any of Zarnia's cities can be "smarter" micro-managed; the DP is free to do so, if (and only if) we are wasting food or shields.
 
The provincial status and tentative queues have been updated. Note that Ibabanago (I'm glad that city will be renamed) has joined our fine province. I would appreciate it if somebody who isn't using PTW could inform me of the date the city was founded. Here are the queues:

Science should be put at the Maximum level that yields non-negative GPT. If there are multiple such levels, it may be set at the Lowest Level.

Luxury will be set at 0%, unless either a resource is pillaged or at least three (3) of these cities go into disorder/are using Specialists to curb disorder: Fanatikku (2), Furuyama, Immo, Epolenep, Zojoji, Odawara, Shorin-Ryu (2), Corrino (2), Osgiliath, En'Gha (2), Sto'vo'kor, Windurst, Pete, Manchai.
Specialists are to be used at all other times, DP's choice as to which.


Purchases
The Will of the People favors Upgrades of Units and establishment of Embassies.

However, the First General has not yet (as of 3 Hours before TC) stated any Upgrade preferences in his thread, not has he approved of any of Governor MOTH's suggestions.

So at this time, no money will be approved for Upgrades.

I hereby approve of the Request of funds for an embassy wioth the Zulu mentioned by the Foreign Minister. (About 45 Gold, but really as much as FA needs for this particular Embassy.)

No Rushes this TC.

I do, however, caution that the Treasury is not allowed, under ANY circumstances, to go below 500 Gold, due to the possibility of future upgrades and/or Rushes.


Leaders (Nullified if War Minister overrules me)
If we go to war and get a Leader it will return to a Japatanican-held City away from the Front Lines to create an Army.

If we generate a second leader, get that Leader to the nearer of Odawara or Regent Town and then Stop the Chat. (Leader should still have Move points remaining.)


Domestic Initatives
Since the sentiment both for and against War is heated, as expressed by actions taken in this poll, I hereby request, as a "Domestic Initative," that once we have made all Trades and purchases (i.e. Embassies and Upgrades) that we Stop the Chat at Turn 0 and Reconvene at some time on Saturday Morning (in lieu of the normal Sunday Chat, The President Schedules the time). (The fact that I will be unable to attend the chat due to a meeting in no way affects my decision... I watch cartoons on Saturday Morning and thusly wouldn't come then either. ;) )
