We already know Synthetic Fibers. Once we learn Space Flight, we can start on the two 640 shield units. However, it will take three turns for us to get all the needed techs from The Council. That could be too long.
On the other hand, it might be possible to steal a Space Ship win from The Council. At least, it would put Saber in a quandry.
