TV for All

I saw an interesting ad on TV yesterday calling for "TV for all." The ad seemed to be in favor of nationalization (so I was like what the heck? only I used a blasphemy). So I decided to go to their site, and I still don't like it. I mean, though I understand that corporations need to be regulated to an extent, what does "TV for all" mean? Will the state force them to lower prices so low that a hobo on the streets can afford it? What will they actually do? What do you think of this?
 
How do they believe that theyre helping the people of California by limiting their choices? It seems to me that 'TV for all' would be a situation where consumers have multiple choices, not less.

Good point. I wonder if they are backed by current cable companies who don't want the phone companies to enter cable.
