Two fairly big questions

Okay, the first, I ned to know how many cities I should specialize. So far I do a city for production/military (I figure I could combine those specializations); a super sciene city, I run a SE; and then a few other (maybe two) science cities; and one or two commerce cities. If there is anything else I'm missing let me know.

And secondly. Do civs all have different things that they "do". Sorry for a lack of a good explination, for example, in a active thread on this board it someone said that "I thought Cathrine was the only one that would backstab you at friendly. I've hered things like this about other leaders too. Is this for real, just a coincedence, or a joke?
 
Its quite real. The leaders have a preprogrammed personality which dictates their behaviour in different situations. This can be randomized by the use of a switch before starting the game. The default leader values are kind of what you'd expect; warlike civilization leaders such as Montezuma or Napoleon will indeed wage war more often, religious leaders such as Saladin or Isabella will let religion influence their diplomacy more than other etc.
