U.N. Translater test?

Does anyone know of as test or a system to see what level of traslater someone
is?. I am watching the Hezbollah leader on CNN right bnow (via translator) I could translate like that...

I must have missed all of the bombs. I saw about 1 minute worth of speech until Wolf Blitzer cut in.
