Unable to change Harun al-Rashid's trait?

I'm trying to tweak Harun al-Rashid's 5% gold bonus per luxury resource. I'm pretty sure it's the 'OpenBordersModifier="5"' in Vel_General.xml however when I tried to change it to 10, the city gold bonus is still 5% per luxury.

Am I missing something?

It appears when I changed his trait from to I mistakenly left the old name. I've changed the name for v141, but in the meantime you can achieve your desired result by changing his trait's misnamed "ExtraHappinessPerLuxury" value from 1 to 2.

The reason for the oddness is that to do this effect, I needed to create an invisible dummy building placed in Harun's capital. You can see the stats of the building by searching for "Arabian Trade Bonus" in this file:

/CiVUP/Core/CiVUP_General.xml
