Playing on deity -> 4 players left. Me Japan Songhai Ottomans and Iroquois. I was at war with Japan, Songhai and Ottomans. Japan and Songhai were on my borders and the ottomans were somewhere in the fog. Ottomans and Iroquois (strongest) are duking it out. Japan has to pass through some mountains to get to me (and I have to do the same to get to them) so they send an unending flood of troops which are held back by 3 rifles -> (infantry later on) and 2 artillery. Now, later on Ottomans come in with the Japs. This gets quite annoying to handle with my troops up there (and 1 of my artillery was taken out because I wasn't careful) and I make peace with the Japs. BIG MISTAKE. I go on to wipe out the Songhai only to discover I still can't declare war on Japan :( I had about 500 science pulling me on my way to GDRs :(.

Most annoying bug ever.

In a somewhat similar case, I've also experienced an unending open-borders bug which let Alexander completely surround two of my cities while being 'Hostile', then declare war and capture them both on a single turn.
Reloading to 50 turns earlier there was nothing I could do to cancel the agreement, and even throughout a preemptive war, razing a couple of his cities, then negotiating peace the borders remained open. :(
 
One way to get out of the "unending peace bug" is to launch an atomic bomb on them. This causes an immediate declaration of war regardless of the circumstances.
