If for some reason you're Macedon and want to be peaceful (???) then you should still build this over a campus - it can provide up to five times the science of a Seowon and if you don't want the resulting units you don't even have to keep the units so problem solved. Via use of naval policy cards, expect a ridiculous and easy to get science supply without war. Masses of science with no need for war? You peaceful players should definitely find a use here.

20. Korea - Seowon [17-3 = 14] I honestly like playing as Korea, which is a very solid civ, and the Seowon is for sure a good UI. However i feel like it's very often possible to find at least 2 or 3 adj bonus for a regular campus (and more if playing as Australia, Brasil, Japan, etc). The half-time construction time is very nice obviously but it doesn't give any additional great person points if i'm not mistaken (compared to Scotland as another Science civ for example) - and great person points are essential in any space race. So it's a good district but over time its effects decrease and hence it doesn't match with other UI (kampung, mekewap) which yields actually increase over time.

8. Dutch - Polder [19-3=6] - Good on lake tiles but the variation of lake tiles on maps is very big in my experience. And despite the relaxed placement rules for this, I think this is quite difficult to place on coast still with the higher frequency of reefs.

20. Korea - Seowon [14+1=15] - I think the Seowon gets unfair treatment for being boring? Because it should be judged on it's qualities. With the hills bias I've never been hard pressed to find a spot for it in my first core cities. If you can expand a lot, true you might get to places of the map where there's not a lot of hills but you really have all the Seowons you need by then. And even if you disregard the synergy with the other Korean abilities and only judge it by itself, it's not that hard to find a hill for it anyway. Someone criticised it for being worthless for other civs if they conquer Korean cities. How can a UD get criticism for being super strong for Korea and worthless for her enemies? I've been annoyed by that myself as a conqueror of the Koreans, but I only think it is another merit for the Seowon. In addition to the half cost, +4 adjacency, Natural Philosophy and Rationalism cards synergy...

20. Korea - Seowon [15+1=16] - I agree, sometimes it's difficult for cities to get a campus adjacency bonus of +3 or more. This takes care of that problem entirely for all cities (at least with a hill, but that's still more common than a natural +4 campus adjacency bonus tile). Also, I haven't upvoted this one yet.

21. Macedon - Basilikoi Paides [2-3=ELIMINATED] If I had all of these options in one civ, this is the last thing I would build. And then I would probably one ever build one of them. Everything else here, plus many of the uniques already eliminated, I would build multiples of. If I'm not going to build a lot of them, I can't consider them a better unique.

Maybe some filler cities won't get one but all my main cities can usually get one next to the city centre. They help make Greece a strong cultural civ but one that can go for any victory type using bonuses from city-states.

One last comment on the Sukiennice (RIP): If you concentrate your routes (say 10 routes) from a moderately sized empire mid game and send them international for +2 production and full gold, you get 20 production per turn that's a ~FREE~ Winged Hussar every 12.5 turns just from the sukiennice bonus.

14. Greece - Acropolis [18+1=19] I don't find the placement rules a problem. You are likely to have multiple hills in nearly every city. You might sacrifice a little production, but winning is the name of the game. Greece just wins harder. :)

29. Russia - Lavra [28-3=25] A great district, but have to combine with a theater district to get full potential, so you aren't really getting this for half price.

I think the Kampung does a better job because they both really do the same thing, but kampungs at least allow you to turn weak coastal tiles into something great, freeing the land tiles for other use. Also, pop is good, but it's better to go wide. A wide empire with low pop but unique districts like the Lavra, Acropolis, or Seowon will be more powerful than a tall civ with the production/housing/food/gold improvements. Districts > Improvements in Civ 6 as a General rule. The Outback Station also is overrated for similar reasons.

20. Korea - Seowon [17+1=18] This is an amazing source of steady science, and should at least be in the top 3. Seowons win science victories. Lavras win religious ones. Acropolis win cultural ones. I don't know why districts aren't leading; they're just so powerful and indispensable.
