Unique problem

Luckily I don't have this problem to such a high degree ( it feels incredibly refreshing to play a good sheim game every now and then ), but the thing that keeps me away evil civs most of the time is the fact that they are pretty much all warmongers. Unlike with evil, with good/neutral you have plenty of choice for what type of civ you want to play.
Technically you could consider the infernals some sort of a builder civ with their fallow population but thats the closest to an evil builder I can think of...

Flauros is pretty playable as a builder considering his economic advantages. Faeryl, too, with the FoL/Ancient Forests thing (though her traits are definitely military-based).

The Infernals are just about the least 'builder'-like civ in the game. They *need* to fight or they never get anywhere. I'd argue that they're probably worse than the Doviello in this regard (at least under Mahala -- Charadon is pretty one-dimensional).

I can’t seem to bring myself to play as evil civilizations. I realize it is just a game and that I’m not actually evil, but I’m certainly not good at it. I see the events that lead to either a good or bad outcome and, almost by instinct, I chose the good option, no matter the situation. The one successful game I had as an evil civ was with the Calabim, and I ended up getting RoK, which made me neutral, and then later Empyrean, which made me good (I liked the idea of sun-worshipping vampires, though. I liked it even more when I had Chalid turned into a vampire. I came up with a whole back story for him and Losha (who did the turning)). I have found that this weird, subconscious aversion to evil has prevented me from playing a successful game as the Sheaim, the Clan, and additional games as the Calabim. I am at my wits end. I want to rule the world with an Iron Fist, but I end up wimping out . Any suggestions?

You are a troll. I know this because I almost succumbed to making fun of you. Instead I laud your sensitivity. You will have many female friends who trust you will never score with them.

Play what you feel right playing. Personally, I am working on making evil civs even more evil. Guess what? I like playing evil civs, in fact I veer towards making the good/neutral civs I play more EVIL.

Lately, I've been playing Faeryl and Svarts as neutral (RofK).

RoK with the Elves is rather unfitting roleplaying-wise...
