I think there are two ways to look at the units here, practically and theoretically. Theoretically, Jannies beat the bush with both of the remaining units. However, practically, Samuri are better, simply because they are useful for longer, do not need to be hard built, and form an experienced core for your army for the rest of game, whereas Jannies must be hard-built in a limited timeframe and are thus impossible to deploy in large numbers.
from a pratical point of view, foreign legions are better than samurai. They come with a strong tech ( replaceable parts - statue of liberty ) and may you want to rush this tech, It's late, i know, but not that late than other modern UU. And if you also take your skilled musketeers , you get powerful foreign legions. You can also build them at the end and upgrade them.
