There are alot of ship models from various places that can be found (and are free) around the net. They can be imported into free programs like Blender, and great units can be created. Blender can also import NIFs/KFs from games like AO and Civ4 and a ton others, and conversions can be done with little experience at all (animations and everything else already there). The thing about ships is that, someone with beginning experience can create a ship unit because it could be done with only a little animation (very slight rocking of the ship, turning the turrets). Help could be given for firing animations if needed. More advanced things could be skipped during the learning curve (Not saying that ship units are easy... an experienced creator like Wyrmshadow does amazing things, just saying it may be easier than a human figure in a Blender type program).
It takes some time, but it's possible for anyone to do (I'm a prime example of this, I learned what I know from diving into it and browsing the tons of help topics abound on the net; before I started, I knew absolutely nothing).
Just a thought for those who may not think they can do it (I didn't either until I realized I could after I tried and gave it some time).
