In the late 17th century, the famed Vauban began designing and building fortress complexes the likes of which remained in use through WWI. Typically, these were "elongated star" shapes and often had outlying bastions etc.

These would be high cost, high defense, movement "0" units for the gunpowder age. Having more than one per city -- given the dispersed nature of the fortifications -- would make sense, with whatever attendant cost being high enough to keep the builder from running amok.

This is how Rise Of Nations depicts one --

I fear the AI would go crazy and just build these

Hence my notion of a relatively high cost; these would be contemporaries (at first) of musketmen -- defense "4" cost "60" -- and I would try to find that magic zone where they would be cost ineffective compared to the musketmen yet not so costly the AI would never build them ... As these represent independent fortifications, something along the lines of 0-8-0 and a cost of 100 -- this would give it the same defense as tanks and for the same cost, although of course without offensive capability or movement. Sadly, AFAIK, no one has yet to work out an algorithm deciphering AI build preferences, but I'm happy to commit myself to the trial-and-error approach

good luck figuring that out. :D

.. Oh, I'm sure it's something imminently rational involving the number of units in play, the cube root of pi and the phase of the moon ... :D
