Unit Training Experience Bug

First off....thank you for an excellent mod - it is the only reason I started playing this game again.

I'm using v 9_1_14b and noticed a problem with unit training/experience. You can only receive a max of 2 upgrades when building new military units. i.e. In cities I have a barracks, Armory and Military Academy. I should be getting 3 promotions for units trained in those cities....instead I only get 2.

Prior to this version this was working fine. I didn't try one of the newer betas since I did not see the fix mentioned in the changelog. Is there anyway I can fix this without having to start a new game? I put 2 days into this past game and wanted to finish it.

You should only be receiving 2 promotions with all 3. Each building gives 15xp.

1st Promo costs 15
2nd Promo costs 30 (45 total)
etc

My apologies for thinking it was a bug....didn't know that. Perhaps it was a wonder in my previous game that allowed me 3 upgrades?

Wonders could do it. So could policies like the one from Autocracy. The Japanese Dojo could also contribute.

Each level requires (10 * level) experience above the previous level:

10 = 10 xp for 1st promotion
10 + 20 = 30 for 2nd
10 + 20 + 30 = 60 for 3rd
10 + 20 + 30 + 40 = 100 for 4th
etc...

Boosts:
+15 for all units from Brandenburg Gate and Autocracy
+15 for land units from each of Barracks, Armory, Military Academy
+30 for land units from Japanese Dojo
+15 for sea units from Harbor, Seaport
+15 for air units from Armory, Military Academy
