I wonder if it's possible and also not so complicated to add in units status effects. For example, troops can experience negative status effects like fatigue, disease, poison, temporary blindness, panic and positive such as bravery, and temporary immunity against negative effects. Here is my description:

Fatigue: -20% Attack, Withdrawl chance decrease by half, effect lasts until resting for 1 full turn. To acquire: moving nonstop or fight continuously for past 8 turns.

Disease: Units cannot heal. Must be treated in friendly city. To acquire: 5% chance of getting disease for travelling in jungles and flood plains, 10% chance if the jungle and flood plains are outside cultural border.

Poison: Unit loses 5% health every turn and unit cannot heal. Lasts until treating in friendly city. To acquire: each battle, 5% from combat wounds.

Blindness(temporary): Unit loses line of sight and -50% strength, lasts for 5 turns. To acquire: Non mechanical land units only; 1% from combat wounds, and 5% from artillery, bomber bombardments.

Panic: Player loses control over the unit. Unit will move to a random nonhostile tile or fortify if surrounded by enemy. Effect lasts for 2 turns. To acquire: 25% each turn for units that has less than 25% health.

Bravery: +10% strength and immune to panic and fatigue. Lasts for 5 turns. To acquire: 10% chance after winning each battle.

Fall from Heaven II has all of these, so yes its possible.
