Unlocking new era dedications?

I noticed from the wiki there's several dedications you can activate when entering a new era. The one I'd love to have is "to arms!" which would erase my warmonger penalty for my planned conquest of aisa, but entering a heroic golden age for medival era, I only 4 dedications to choose from: free inquiry, pen brush and voice, monumentality, and Exodus and Evangelists. Is there something that needs to be accomplished before unlocking the other dedication options or are they only available in certain ages or eras?

They are age specific. I want to say 'To Arms!' appears in the industrial era iirc - but it's definitely a later game one.
