It could be that you are right about the armor being bugged but in that case one has to lose all (remaining? - !) faith in the ability of Firaxis to fix let alone comprehend their own game. I agree with you that it looks very strange indeed that the cost is different. However, the patch notes specifically stated that the end-game had been given special attention in that the nuclear/solar plants had been rebalanced. If they then simply ignored balancing it compared to a key unit like the Modern Armor, well... Suffice to say, I'm not impressed then.

Basically, I'm trying to make a case for the Modern A somehow *not* being a[nother] total fudgup and Firaxis somehow having a clue. But given the record I suppose the worst is to be expected...

i understand increasing costs for lower benefit as eras advance. my point was that prior to this patch the seaport was twice as powerful with a significantly lower cost, which indicates either the game was completely 'wrong' for the 9? months before this patch, or the patch was wrong. i'm more inclined to believe the latter, considering the current cost doesn't make sense and they completely scrapped their previous cost system and normalized almost everything based on position in tech tree. if you can agree to that, it's basic proof of mistakes in the patch which makes the leap to modern armor also being wrong smaller.
 
I'm actually more inclined to believe the former. I always felt the Harbor was too weak and was very pleased when they announced it would start taking advantage of sea resources. IMO, it makes the building strategically more interesting and improves gameplay by making sea-based cities meaningful earlier.

We've already seen that they've made extremely extensive changes to practically every aspect of the game since release so I think it's perfectly possible that it was indeed 'wrong' for months. I do agree with you though that this seemingly blind 'normalization' of everything appears ominously like simply a "well, we can't figure this out anyway, let's just do something" kind of 'fix' - but I'm simply hoping it is not the case and that there is indeed some genius idea behind it because if not then I feel at this point it is clear they'll never be able to get things right. If the Modern Armor is another mistake (in this supposed flagship AAA title) then that's just too much for me. They've sold millions of copies, they can't keep making mistakes and creating new problems months after release.
