I've noticed something strange in my GOTM #1 playthrough. All my units except settlers and scouts can move across the water after I've researched Optics. Gonna try saving and reloading.
Actually they were, by one tile. I had the settler sitting there ready to cross to the island with a ridiculous amount of atolls. The settler seemed to be able to cross after a save and load, had the tile he was standing in by then, but my scout is still unable to scout water, he's outside my border's right now.
This is the way Embarkation works in both vanilla and the mod. Units acquire embarkation on the turn when they are within our borders, and we have the necessary tech completed. This is done in the game core only Firaxis has access to.
