The Celts have their own special unit, the Pictish Warrior; has it been considered to add them as a playable civ in the Antiquity Age, or are they only going to stay a foil for the Romans to overcome? If instituted, as England spawns, they could sort of play the role of the Scots where London flips but they can keep Ireland and or Inverness or whatever they called their city near Loch Ness? The fact they have a special unit makes it feel like they should be playable; perhaps starting from the Basque country and Northern France; maybe their UHV involves the task to restrict Rome to no further North than the Italian Peninsula, settle Ireland, and possibly to conquer England or France once spawned? Was the Celts not being playable an unintended omission, or are there too many Antiquity civs already, and the role of the Barbarianate foils to Rome limited to the Huns?
