'vanilla' game 'hangs' on loading screen

I open the game as administrator,
the opening screen and game options screens run through as normal until the final screen before the game opens.
then the game 'hangs' with the 'action wheel' spinning.
I press <CTRL><ALT><DEL> , click on 'task manager' and then the game runs normally
the Warlords game ( installed as separate game ) is not affected by this issue)-
any suggestions, please?

windows 8.1 64bt O/S desktop PC

many thanks, but this problem has been there since I first loaded the game - it is not a new issue.

You say that you open the game as administrator. Do you mean that you are administrator or that you have given the game administrator privileges? If you have not already given the game admin privileges, try that. It has solved similar problems for other people.
