Venice bug

No no no. I'm playing current version. I bought CS, Attila DoWed, took it and started burning, but i reclaimed in time and now i have production city.

Ummm.. that sounds like it's TWO Bugs... you playing with any mods?

1. You can't raze City States and Capitals, Hong Kong, which is a city state, is therefore unrazable?

You can raze City-States after they have been brought by Austria or Venice, since they lose their City-State status.
The only bug here is auto-annexing (as Venice) a city you previously owned. Personally, I think that, if it was a puppet before being conquered, it should continue to be one after re-conquering it. This should fix the Venice bug... For other civilizations, they can annex any puppet they have at any time, so it's not an issue...
 
Maybe try posting this in the bug reports forum? With a little more info than just a screenshot ...
 
I discovered a bug a long time ago that can give you control of a puppet city, but it may have been fixed. If a puppet has targeting reticle, select it and end turn without bombarding while another city has 1 turn left to finish producing something. When you get the hammer notification to build something, the puppet city is still selected because of the bombard action you have selected, and you can choose production for that puppet city.
 
I had a simillar bug yesterday. I've been playing a regular game as Venice (no mods whatsoever) since last wednesday. In that game, I declared war on Greece and took two of his coastal cities: Knossos and Corinth (which had the Forbidden Palace). I couldn't puppet them, they were automaticaly annexed. No options to chose from, it just became an occupied city in resistance for X turns. That happened on Friday. Yesterday, I kept playing the same game and went for a Domination victory, so I declared war on Portugal and took some cities: Goa, Coimbra and Lisbon were all puppeted. I had some options to chose when I captured them (Puppet city, Raze city, View city), but I couldn't annex. The rest of the game happened normally. I thought they've had fixed this bug already? I actually wanted to pupper those Greek cities because I was building the Ironworks at Venice. Well.
