Her votes pushed it over the top, 26 to 32. If she had voted the other way, Great Admirals points would have been doubled. And yeah, she was the highest equal Admiral generator, along with me, at 8 points a turn. No one else had more than 1.

So not only is England a pile of rubbish for the player, her AI is also a moron. No wonder she gets wiped out every game.

Well, if you were forced to play England every game, you'd throw it too!

Also I think banning GPP is too harsh, it should be penalized by a %; why they decided to change something Civ 5 got right is beyond me.

World Congress is just stupid, and the worst design this game has, hopefully they change it.
 
If I already had all the Great Admirals I needed and was going to launch a naval invasion, I would consider banning all Great Admiral production even if I had the highest rate.

I probably wouldn't spend all my favor doing it, but I can imagine a scenario where that would be good play.
 
Isn't this just about as dumb as when AI forces double special yields from trade routes to militaristic city states? :sleep:
 
A dumb, yet unsurprising, move.

Once in a blue moon, I have seen the AI make a smart move with banning great people. I was playing a culture civ (I forget which) and was going heavily for great writers due to the Oracle. In the first session, great writers were banned. I was stunned to see the AI make a good move.
 
Yet one thing that no AI ever spends more than 1 vote on is Culture Bomb from completing Districts. It is the easiest vote for the player to control.
 
In my current game, the AI banned scientists. I'm Korea and was going for science. That hurts, guys!
 
I suspect they go for whichever points you are generating more of, regardless of what they are doing.

It happened to me with Great Admirals, Great Prophets and Great Writers.

Did she though? Or did she vote to "ban Great <Something> points"? Because the way the World Congress works is terrible. It's two-stage voting in a single stage.

For example, she COULD have been voting for "ban Great Merchant points" and her points counted as ++ to "Ban Great People Points" which caused "ban Great People" to win out over "double Great People" but then a SECOND round of voting was held for the sub-category of WHICH Great People should be banned and if more people voted "ban Great Admiral" and she was voting "Great Merchant" she effectively voted to screw herself.

The world congress sucks. Bad. Like many other things in this expansion.

That's not always true. I had a game, where I was playing Maori, and Pericles as AI was way ahead in culture, yet several times AI banned recruiting Great Writers (and I did not even pull the vote, I was voting double scientists, iirc.).

Maybe they'll vote to ban whatever GP any player has highest score for.

This one is odd, because the Maori actually do generate Great Writer points, they can just never cash them in. So the AI will stupidly vote to ban writers, because the Maori will have Marae everywhere generating points.
 
It seems from my experience like the Maori use it effectively... But the other AI seemingly use it at random. Which is a shame as it's one of the few impactful resolutions on game play...
