Victoria pays me a huge amount of money for iron in the Modern Era

She's at war with Russia right now, but she's using AT Crews to fight him not Swordsmen. What could she possibly use it for? She'll take every copy too until she's completely out of gold.

I don't even know if it's intentional or not that civs will take multiple copies of the same resource, but if it is, they should stop doing it. It would be a way to make Deity more challenging without adding more AI cheating.
