Only poll diplomatic, domination and space. If there still is a tie between the two best or less than 51 % for all options, poll the two leading options.

No runoff is needed. If we continue playing how we have been, all three of the preferred victory conditions is possible. Therefore, this is a vote to stay on course.

I think we need the vote readied for the closure of this continents war. We would be a war economy until then.

However, upon getting this continent, we need to agree on that plan, so ideally, poll again after the elimination of Germany, to exclude one of the two options, then we poll the endgame after the Roman War.
