Vista and "run as adminstrator"?

Multiple new players of the Dune Wars mod have complained that the mod crashes on startup. These players use the Vista operating system. We have found that right clicking on the icon and choosing "Run as Administrator" enables the mod to run.

Is this the case for all downloaded mods on vista? Or is there something wrong with DW specifically? If so what can I fix?
 
As far as I know it's because the mod writes something in the mod files like ini or something. Vista protects all files in program files and it requires administrator rights to do it.

EDIT: So it's only required when: a)the mod writes something and b)the mod is where you installed the game
 
Thanks. But all mods using RevDCM and BUG write tons of ini files, right? So all BUG and RevDCM related mods must have this problem. Has anybody found a solution?
 
Generally I just avoid the whole thing by installing outside of program files.

Where do you install your full mods? I guess BUG as a standalone can go inside My Games ... customassets, but this seems to lead to confusion when full mods do something that contradicts the local BUG.

I have been using the installer built by phungus420 and others, and it insists on installing underneath a directory which has the Civ4BeyondSword.exe file. I am sure that can be changed, but auto-detecting the directory for installation is kind of handy.
