War Aftermath

All of me and my fellow cities were at peace until a little while ago, then war broke out everywhere! After most of the fighting was over a couple of my cities had fallen except for one that had been recaptured many times and ended up with Alexander The Great. Me and him are on good terms... it's just that...well, I would kind of like my city back now. I can't declare war on him, his army is massive and I would be eliminated quickly, but when I asked for my city back, he said "You'll have to pry it from our cold, dead fingers."


Any thoughts on how to get it back? I'm playing as Franklin Roosevelt if thats important.

Culture is the first and only way that comes to mind if he won't trade it (and AI rarely will) and you can't get it by force.
