If I've understood this mechanic correctly, when conquering war weariness accumulates in the conquered city with the largest population.
I've made the mistake (maybe?) of conquering my opponents (multiplayer) largest city first. All my war weariness has therefore accumulated in this city, even as I've gone on to capture smaller cities. It will continue to accumulate here until it hits the maximum amenity penalty - which is 4 times the contentment threshold.
Have I understood correctly? Short of making peace is there anything I can do to stop/slow/spread the war weariness? The city will start revolting soon.
