Umm is it me or is it impossible to declare war on a civ who refuses to talk to you?

I dont have open borders with Persia and everytime i try to contact him to tell him i need his head for my collection of poles he refuses to talk!

anyway to declare war?

nah can't attack him, just press alt when your hovering over his name in that diplomacy table in bottom right.
