i am so tired of starting a game and being dumped on a fishless tundra coast with no deer in sight and the only freshwater available is 20 tiles away

Already in the game AFAIK. Click on the "Legendary Start" toggle and you should be good to go.

legendary start? ive never seen this

i was more talking about adding some functionality to map scripts to insure good starts, but if its already there.... where is legendary starts??

I actually haven't tried it, I'm just guessing based on the name of the option that it does what you want. When you setup a game, go to advanced setup, and scroll down on the right. You'll see a checkbox for legendary start.

in Civ 4 it automatically transformed every tundra someone started into grassland... looked strange. But Civ 5 Maps really could use more rivers.

yes civ5 mapscripts could use more rivers, considering if there is no river the land is almost not even worth settling in many cases.
