Weird City Flags - HELP!!!!!!

When installing an upgrade of Civ, encountered this problem. Some of the Flag changes are cool, like the Soviet flag for the Russian white, but the Stars and Stripes for Orange (English, Carthage etc), and a virtual clone of the Soviet flag for Light blue is not good.<br />How do you change this? Tinker with Cities.gif until the flags are with appropriate colours, and there is no duplication? (Two Red powers is basically inappropriate)<br />What program do you use for this? A drawing or art one?
