So maybe Khemri should have a bunch of the empire stuff available, so skeletons can march along with greatswords, and maybe all the races can all have access to each others troops, in a huge smorgasbord of repetitive stats and dubious, occationally comical parings and alliances. Is that what you're trying to say? No?
When I see a bunch of skeletons and liches and vampires (oh my!) running around, then Ogres are thrown in with them...it just looks odd, and wrong. Now thats just my personal opinion, of course. I mean, if Ogres go for the highest bidder, well so do mercanaries, and thats a great wonder in the game, rather than a troop anyone can use. It seems to me, with Ogres having their own book, they're paring with other races makes sense only in respect to an alliance, just as many other races can do with each other.
The whole alliance function in Warhammer doesn't really work for Civilization, if nothing else just because of the lack of statistical range.
But hey, the ogres are limited by the resource needed for them, hopefully fairly rare, and so not everyone can use em. I suppose when you have to consider the random map, you have to say everything in the history is rewritten anyway, and look at the basic attitudes.
On a set map, though, representing the warhammer world, I think a little revision in their availability is neccessary. That has no bearing on the basic mod, but oh well...
What about the mercenaries? Make it a small wonder for everyone, rather than a great wonder.
