i got an idea
it has to do with delcareing wars
anyways in a real world you dont always have to decalre war so my idea is if you are haveing trouble with them and have soilders on the border they can have a border skirmish without an actual war or if the Civ is anarchy then you can attack them and same for AI attacking you but to make it not to wierd in order to take a city you would still have to declare war my example for a real world situations like this is Somalia
