Also... The Nautical Pitates, the Drones, the Manifold Upkeepers, and the Manifold Caretakers.

Oh an the Borg, or Klingons. However the Romulans are cool enough to make it.

I think that most people in this thread are confusing the concept of civilization with the concept of nation...

of course that east-timor, namibia, canada, australia, welsh, cuba and slovenia will never be in CIV, not because they are weak or small or not known, but basically because they can not be considered civilizations
