Canada is a perfect opportunity to give a shout out to the Inuit in a unique unit, building or power. There would be no lack of city names, and who doesn't want to see America/Canada or France/Canada battles.
Polynesia, Scandinavia, Spain and Celts(Which would represent Scotland, Ireland and practically the whole non-roman Europe during the early roman era).
And Mango Elephant, Sweden has enough cities to fill the list, though I'd prefer a Scandinavian civ to represent Scandinavia(from the vikings to the Kalmar union to the Swedish and Danish empires to the Scandinavian countries today). A bit hard to decide on who the leader would be though, as a wrong choice could offend either Danes or Swedes.

For a third expansion after the obvious civs listed above (Mongolia, Portugal, Carthage, Netherlands) I'd like some which have been left out during the franchise up till now. I mean, Babylon and France keep repeating themselves over and over again, everyone knows their leaders, city names, UUs, UPs and so on.

The byzantine empire! If not for them then the muslims and persians woulda swept into Europe meaning in america we could be speaking some form of pharsi or Arabic! There is generally alot of western bias in most games(although the civ games do usually get them in in an expansion)
They might of but at the time the muslims were sweeping over everything while western europe was a collection of disorganized zero tactics warriors. Imagine if the muslims would of burned down Rome. They probably wouldn't of conquered europe but they would of probably held Asia Minor the balkans and probably the italian pennisula.
edit: i'll vote for the moors however they definately deserve a slot imo.
