What constitutes "vicinity"?

Many things require a certain resource to be in the 'vicinity" of a city, but I haven't been able to figure out what that means. I don't think it means cultural borders. Does it refer to the workable area (the fat cross)?
 
it means city workable area aka fat cross
 
Plus improved and joined to the city with a route. Although there may be exceptions when it is a terrain feature.

It also includes resource producing buildings built in the city. Eg the horse herd building will give horses in the vicinity.
 
There are certain ways to increase the workable area of a city - the obvious one is the Metropolitan Administration building. When the workable area increases, resources on the newly-available tiles become vicinity resources for the city. Ie., all resources in the workable area are vicinity resources.

Perhaps that was obvious, but I thought I'd better add it to be thorough...

I do think that there may be an addendum to all this...

I've seen on numerous occasions a resource or feature outside of the city's cultural borders qualify certain buildings that require vicinity access. So I'm thinking the calculations on what is and what is not within 'workable radius' may differ from the core calculations that determine national borders expanding from that city. I don't think this becomes a confusing issue unless you are using the Realistic Culture where there can emerge some discrepancies between what is and what is not within borders vs what is within city vicinity.
 
Well, if i would have to explain it::
Features and terrain:: have to be in the fat cross (or later in the expandable work radius) regardless of borders or connected to the trade network (e.g. natural wonder, hill, mountain, grassland, bamboo, volcano etc).
Bonuses: have to be inside your cultural borders and fat cross (or 3 tiles after expansion) of the city, must be connected to the trade network and need the appropriate improvement.
 
It does not need to be in your cultural borders if you are using Realistic Culture Spread only the BFC. Yet another bug in RCS. I put a point to that effect in the concept text.
