[BTS] What determines whether an AI turns on or off culture?

Title says it all. Sometimes AIs decide to go full culture at the weirdest times, even when they can win much easier another way, and flip-flop on that decision on a dime. What determines whether an AI turns up the culture slider and can we control it?

While we're at it - peacevassals, do they only get a chance to break free once every 10 turns or is it immediately when their master is weak enough?

I seem to recall one of my peace vassals breaking free after only a few turns.
Not sure about every 10 turns. :hmm:

The less common method occurs during peacetime where a relatively small and weak Civ tries to partner up with a much more powerful Civ, and in exchange for protection agrees to become a Vassal State. A Civ which becomes a Vassal State during peace time is given the opportunity every 10 turns to end the agreement. Throughout long and turbulent games some states may routinely enter into and out of being a Vassal State frequently. When a Voluntary Vassal decides to secede the Master Civ is given the option of simply allowing the Vassal State to become independent, or can choose to protest this decision, in which case both states then become locked in a state of war.

That was written 13 years ago for the Warlords expansion.
I'm pretty sure the master civ can't protest a voluntary vassal leaving also in Beyond the Sword.
 
Voluntary vassals also break free much less and often in BtS than in Warlords.
