What does "WHEOOHRN" mean?

Sometimes nothing happens and turns later the message is gone.

First, when "I think I want to go to war with X", during which it ramps up military unit production. Then "really, am I going to attack X", where it notices that it still has a huge power gap, and decides maybe a different plan is better.

The "hands full" withdrawn has nothing to do with power gaps. Unlike choosing a target, that indeed has to do with power ratings, getting out of preparation mode ( unless provoked by a external DoW ) is a completely internal variable: the number of units built that has either AI ATTACK, ATTACK_CITY or PILLAGE script in a certain period of time ( normally between 10 to 40 turns ). DanF5771 has a good example of how things work posted in here
